Introduction
The city of Miskolc lies in the northeastern part of Hungary in the most important spot of the north central chain of mountains, the so-called Miskolc-gate. The city, which has a population of 173,000 inhabitants, is situated on the border between the plains and the mountains. Miskolc is not only a central geographical point of the Borsod-Abaúj-Zemplén County but also a meeting point of different regions. In its one thousand-year history, it has amalgamated a dozen villages, both ancient and modern, into one of the major provincial cities of Hungary.
The University of Miskolc is located between Miskolc and Miskolc-Tapolca covering an area of 85 ha. It dates back more than 260 years (originating in Selmecbánya, Slovakia) and has established its own campus for more than fifty years. In 1949 the Hungarian Parliament decreed "for the advancement of higher educational technical training a Technical University for Heavy Industry is to be established in Miskolc." Since the beginning the university has established strong intellectual, academic and cultural links with the city.
The scientific atmosphere is determined by the wide range of disciplines studied, from engineering and technology through the varied fields of law and political sciences, economics, humanities, social sciences, music and health sciences. Over 14,000 students and approximately 2,000 lecturers and staff live and work together on a self-contained campus, which at the same time forms an integral part of the social and economic framework of the city, the county and the region.
The existing opportunity
The University of Miskolc is seeking a developer capable of constructing several supporting facilities on the campus of the university. The university aims to hereby improve the quality of the living conditions of the students and its staff. The proposed "Uni-City" could include:
a hotel with conference facilities;
an apartment house;
diverse entertainment and recreational facilities; and
retail outlets.
Beyond university students and staff, the project aims to catch inhabitants of Miskolc and tourists to the region.
Currently, neither in Miskolc nor in the region does such an integrated development exist. The particular location of the site and the favourable investment climate created by the University of Miskolc regarding this project will enable the experienced and creative investor to achieve an attractive level of profitability.
The role of KPMG
KPMG, one of the leading international auditing and advisory firms, has been mandated by the University of Miskolc to assist in performing the following tasks:
Compiling an Information Memorandum - on behalf of the University of Miskolc - to be circulated to potential investors; and
Creating awareness of the existing investment opportunity on the campus.
The Information Memorandum will provide the potential developer with:
a description of the envisioned concept;
a summary of the relevant existing facilities on campus and its surroundings (Miskolc and Miskolc-Tapolca);
factors impacting on the future utilization of the proposed facilities; and
information regarding the evaluation criteria of bids and the selection procedures.
We wish to draw the attention of the reader to the fact that KPMG has not been appointed to assist the University of Miskolc during the selection procedure.
The proposed development concept
The University of Miskolc wishes to offer similar campus facilities such as the Linköping University in Sweden or the Technical University in Dresden, Germany. These self-supporting campuses are fine examples of where students and staff can live, work and relax on the grounds around the university.
The preliminary conceptualisation of "Uni-City" is based on the development of the following facilities:
A mid-range category hotel of 150 - 200 rooms, with conference facilities with a maximum plenary capacity for up to 350 persons;
An apartment house for student and staff accommodation (circa 6,000 sq m (300 persons x 20 sq m/person)). The venue should also contain different social areas and a student business centre;
Recreation centre (i.e. squash courts, fitness club, swimming pool (30 meters) with optional utilization of the thermal spring on site (temperature of the spa water is 34 oC), other sport facilities));
Entertainment centre (i.e. multiplex cinema, internet café, bowling, restaurants and pubs, etc.); and
Retail outlets (i.e. bookstore, copy shop, supermarket, banks, travel agency, sport & cloths shops, etc.).
The minimum development cost is expected to exceed HUF 5-6 billion.
The description of the function and design of the proposed facilities to be constructed are included in the architectural study of Horváth Architektura & Design Építész Iroda Kft. On the following sketch the proposed development is shown. Access to the study is provided upon purchase of the Information Memorandum.

It is important to highlight the fact that the university is flexible to design and is prepared to assess alternative proposed facilities, which makes the project more attractive to potential investors.
Size, legal status and ownership of site
The total surface of this area is 78,215 m2, which consists of two lots. The area is free of legal action, encumbrances and all claims. The site is served by gas, water and electricity infrastructure. Currently the site is an unused sports field with an 18 meters elevated hill at the southwest corner of the campus. The site has a favourable geographically position, being in close proximity to the catchment areas of the City and Miskolc-Tapolca.
The Finance Department of the University of Miskolc - on behalf of the Treasury Property Management Office - is offering the long-term utilization of two vacant lots. The lots are in the ownership of the Hungarian State and in the management of the University of Miskolc.
The lease
The University of Miskolc proposes a lease of the land to the selected investor with the following conditions:
Leasehold duration of maximum 50 years;
A non-recurrent amount of at least 250 million HUF (excluding VAT); and
An annual payment of minimum 1 million HUF rent (excluding VAT and adjusted with the rate of inflation according to the Central Statistical Office).
The winning company of the tender shall be entitled to construct the facilities on the land and to operate them either directly or indirectly. After the expiry of the leasehold, the terms of agreement will need to be renegotiated.
Participation details
The project can be carried out by one or more legal entities in partnership. However, overall responsibility must lie with a single entity, which will be responsible for the submission of tender proposal.
There are two criteria for submitting the proposals:
1. Companies willing to further explore this opportunity and interested in submitting their bids will be requested to pay a participation fee of HUF 300,000 (three hundred thousand Forints) for the Information Memorandum (in Hungarian). After the tender will be published, the interested parties may purchase the Information Memorandum at the University of Miskolc (Mrs. Lábas Józsefné, Head of Department Building A/4, room 119) between 8 a.m. and 1 p.m.
2. Furthermore a guarantee of HUF 1 million (one million Forint) in the name of the University of Miskolc is required.
Payment of the participation fee entitles the perspective investor to obtain the Information Memorandum, visit the site and to submit a proposal.
Inspection visits to the University of Miskolc
The site, the university and the existing facilities on the campus are open for inspection and visits. Senior representatives from the University of Miskolc will guide the visitors through the premises. The contact person at the University of Miskolc is:

Proposal submission
The Information Memorandum will contain details regarding the prescribed format for submission of the proposal. Proposals will have to be submitted 60 (sixty) days after the announcement of the public tender in the Gazette (Hívatalos Értesítő) on September 12th, 2001. Details regarding the submission procedure will be disclosed in the Information Memorandum as well
Participants will not be reimbursed for any costs incurred in preparing, submitting or presenting their proposal.
The University reserves the right not to award the tender should the bids received not compile with the expectations of the selection committee.
