Welcome

 

The periodical entitled Agricultural-and Environmental Law is the electronic periodical of the CEDRHungarian Agricultural Association that is refreshed twice a year and is available on the home page of the Association. The Association is the member of the European Agricultural Commission from 2005.

The aims of the periodical agree with the targets put down in the Constitution of the Association; especially it provides field for the publishing of the results of research, and it makes that possible to take a closer look at them. The periodical serves the promotion of the changes of information among researchers, promotion of the wide-range introduce of the results of jurisprudence relating to the agricultural law. It introduces the questions relating to the Common Agricultural Policy and its Hungarian practice of application that arise on the field of the research of the agricultural and rural development. The periodical is open to publish the suggestions and opinions that are composed for the agricultural and rural developmental governing bodies and international organisations.

The periodical provides publicity ranking among columns to the articles and essays that the academics of the six Faculties of Law that establish the Association and famous agricultural jurists write. The periodical makes the authors’ works in three languages, so the dissertations may be read Hungarian, English and/or German on the home page.

The JAEL is the peer-reviewed journal of CEDR-Hungarian Agricultural Assosiation, which is published twice a year in electronic form, i.e. available on the Internet. (epa.oszk.hu/01000/01040)

 

The aims of the JAEL are the development of Hungarian jurisprudence and also the integration of agricultural law, environmental law, energy law and other fields of law in connection with the international scientific life. Accordingly, the JAEL’s Editorial Board believes, that is very important, that the Hungarian authors can publish their studies both in Hungarian and a foreign-language (primarily English, German and French language).

 

In this way, the JAEL’s Editorial Board believes, that the JAEL contributes the development and survival of Hungarian-language jurisprudence and at the same time makes visible and reachable results of the Hungarian jurisprudence for International memberships. At the same time, with the foreign-speaking authors, the exponents of Hungarian jurisprudence could bring closer the international and European tendencies for the Hungarian legislators.

 

The JAEL’s primary objective is the publication of original studies in the fields of agricultural law, environmental law, energy law from legal authors and non legal authors, if they are met the requirements of JAEL. Beyond the publication of scientific studies, sometimes the authors can publish other scientific works separately in the JAEL (for examples book reviews, summaries of the conclusions of conferences, etc.). In the context of these studies, the peer-review aspects are practised implicitly.

 

In the JAEL, there is opportunity of the publication of a special issue (for example issue of a conference or students), where the peer-review aspects are practised only partly.

II. System of peer-review

 

 

The JAEL’s system of peer-review is based on anonimity in both direction (anonymous peer-review), so the peers’ and the authors’ identities are kept secret. Every incoming studies will be sent by the Editorial Board for two academic degree experts. The editing principle of JAEL is, that a study, which didn’t get one support for a peer, will not be published in the JAEL. However, beyond two peers’ supports, the Editorial Board makes the final decision of publication.

 

In connection with Hungarian authors, there is requirement that they need to send their hungarian-language studies also in a foreign language (tipically English, German or French).

 

In case of foreign-language authors, it is adequate to send the foreign-language studies. The Editorial Board aspires to send their studies to a foreign-language, academic degree expert (linguistic proofreader). The Editorial Board also aspires to translate the foreign-language studies into Hungarian and publishes the translations in the JAEL.

 

The contact with the peers/linguistic proofreaders is by mail. The editor-in-chief archives the correspondence relating to the peers and peers’ opinions.

 

The JAEL achieves the peer-review system through the editor-in-chief (who ensures the formal aspects), the peers asked by the Editorial Board and the linguistic proofreaders (who ensure the language conformance) with monitoring of the following aspects:

 

A. Editor-in-chief:

 

A.1. Has the study been sent to ensure anonimity?  Yes/No

 

A.2. Has the study complied with the detailed formal requirements of JAEL? Yes/No

 

A.3. Has the author enclosed the declaration, that he/she hasn’t been recommended his/her study for publication to other publisher and his/her study hasn’t been published yet. Yes/No

 

A.4.a. Has the PhD Student attached the reference of his/her scientific leader? Yes/No

 

A.4.b. Has the undergraduate student attached the reference of a scientific lecture? Yes/No

 


B. Peer (expert):

 

The Editorial Board appoints the peers (experts) out of the members of Editorial Board and external peers. If the theme of the study justifies, the Editorial Board appoints other peers out of academic degree, a subject specialist experts.

 

The peer-review is anonymous (anonymous peer-review), so the author of the study knows only the content of peer-review. The Editorial Board invites the peer’s attention, that he/she maintains the final decision of publication. The Editorial Board also invites the attention, that cannot pay anything for peer-review, but on request, can issues a certificate of peer-review.

 

In connection with the peer-review activity, the peers need to answer the following questions by underlining/exposition:

 

Is the study high-standard? (in the language of peer’s native language) Yes/No

 

Is the elaboration of the hungarian and international sources of law and case law suitable? Yes/No (both, the lecture has an opportunity indicate further legislation, case law):

C. Linguistic proofreader:

 

Is the study sufficient in a way of foreign-language (In case of translation foreign-language study into Hungarian language: Hungarian language)? Yes/No

 

The linguistic proofreader, if it is necessary, corrects some paragraphs of the study. Hence the linguistic proofreader does not correct large materials of studies. If the linguistic proofreader does not contribute the publication of study third time, it means the final rejection of the study.


III. Guide to authors:

 

A. The Editorial Board invites the authors, that their manuscripts (for the aim of publication in JAEL) need to be sent to the following mail address: cedr.jael@gmail.com. The Editorial Board also invites the authors, that they indicate the following information in separate file:

  • full name of the study;
  • full name of the study in English
  • type of the study (not necessary);
  • the name and the scientific degree(s)/title(s) of the author;
  • institutional affiliation (as the author wants to appear in the journal);
  • e-mail address, ORCID number, personal website of the author
  • abstract in English

 

B. In case of PhD Student, needs to attach the reference of scientific leader in scanned form. In case of undergraduate student, needs to attach the reference of a scientific lecture in scanned form.

 

C. The peers of JAEL give opinions on the anonymized manuscripts. Therefore, the authors indicate his/her names and institutional affiliations in separate files. When the author sends his/her manuscript at first, it is prohibited to appear the references on the person himself/herself. The authors’ liability, that they return the references to the final manuscript.

 

D. The Editorial Board invites the authors, when they submit the manuscripts, make a declaration that they have not been recommended their studies for publication to other publisher and their studies have not been published yet. The JAEL does not publish any manuscript, that does not meet this requirement.

 

E. The Editorial Board gives information to the authors about the opinions of peers (anonymous peer-review) and also the notification and refusal of studies. After adaptation of the study, the Editorial Board contacts with the authors for the purpose of giving copyright to the Publisher of JAEL and sending their studies in a foreign-language (in case of Hungarian-language studies).

 

F. Some formal requirements:

 

F.1. The quotes, which are longer 40 words, please highlight with showing margins or using smaller characters. Please use double quotation marks on the double citations and simple quotation on the simple citations and the specific words and phrases.

 

F.2. Please use footnotes, not endnotes. The notes must be ordered Arabian numbers. If it is necessary, please sign the origin of the text next to the title with an asterisk. Please indicate the acknowledgements for persons and scholarship also next to the title. Please mark this note in the bottom of the first page.

 

F.3. Reference list (bibliography) is required.

 

F.4. Please use Arabian numbers because of the unification of chapters and subheadings.

 

F.5. In connection with citation, footnotes and reference list, please use Harvard Reference Style Guide.
