2026. October 19.

The States that have ratified the Optional Protocol to the United Nations Convention against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (OPCAT) held their 11th session on October 1, 2026. At the meeting, thirteen new members were elected to the Subcommittee on Prevention of Torture (SPT), which operates under the UN Committee Against Torture, to replace those whose terms expire on December 31, 2026.

The body’s mission is to contribute, through proactive and preventive measures, to the prevention of torture and cruel, inhuman, or degrading treatment or punishment of persons deprived of their liberty. To this end, its members may visit, without prior notice, locations within the territories of State Parties where detainees are held.

The Subcommittee on Prevention consists of 25 independent and impartial experts who serve four-year terms. Their work plays an important role in the international monitoring of detention conditions and the protection of fundamental human rights.

Dr. Krisztina Lukács works as an associate professor in the Department of Criminal Procedure and Penitentiary Law at the Faculty of Political Science and Law at the University of Miskolc. Her election is a significant professional recognition and an important milestone in Hungary’s engagement with international human rights.
